Identity Administration
Identity administration (aka Identity management) is the foundation of any strong IAM system. In order for the other components of IAM to be effective, you first have to be confident in the identity of the person / system that is accessing the data. Identity administration includes account and credential administration, user and device provisioning, and entitlement management. In general it manages the attributes related to a user, versus making yes/no decisions about what kind of access the user should have (which is called Access Management).

Access Management
Access Management is the framework of policies that ensures that the right identities have appropriate levels of data access in the right systems. The over-arching rule of Access Management is the “principle of least privilege”; that is, at any given time a user should have exactly enough access to complete their work, but no more.
An Access Management system helps put this principle into practice over the users’ lifecycle. In general it manages the yes/no decisions about what kind of access a user should have, versus attributes of the user or the overall use of the system over time (which is generally called Identity Governance).

Access Governance
Access Governance (aka IGA or Identity Governance and Administration) is the sum of the policies and processes that cover role definition and management, the segregation of duties, activity logs, access reviews, and specialized reporting and analytics (like dashboards, compliance and audit reports).
Traditionally more often found in companies with regulatory compliance requirements, IGA is now considered a key component of a healthy long-term security strategy.
